Changes to How You Pay and Receive Child Support Effective July 1, 2019

If You Are a Parent Who Pays Child Support

To pay on-line by checking account debit:
Payment by checking/savings account debit can be made at https://oh.smartchildsupport.com/main. There is no charge for making online payments. Online payments can be scheduled as one-time only (non-recurring) or recurring. Funds will be withdrawn on the scheduled payment date. If the date falls on a Saturday, Sunday, or bank holiday the funds will be withdrawn the next business day.

To pay on-line by credit/debit card
Payment using your credit/debit card can be made at https://oh.smartchildsupport.com/main or by calling 1-833-261-5737. You may use Discover®, MasterCard®, Visa®, American Express®, China UnionPay, Diners Club® International, or JCB to make a child support payment. If you have your credit/ debit card linked to an e-wallet account such as Alipay, Apple Pay, Google Pay, PayPal, or WeChat Pay, you can make your payment using these alternate payment options.

If You Are a Parent Who is Receiving Child Support:

New VISA platinum cards will be issued to you.

If you are an existing Ohio e-QuickPay® Prepaid Debit Mastercard Card holder.
Keep your card. You may spend any money on that card until the balance is $0. Existing balances will NOT be transferred to the new card. Money on the existing card will not expire.

If you are an Employer that is Remitting Child Support:

Web-based services are available at no charge, for employers to electronically remit child support withholdings at https://oh.smartchildsupport.com/Employer/

You have an option if you want the Ohio Child Support Central to debit your bank account for your child support withholdings or if you plan to work with your bank, payroll company, or other entity to transmit your child support withholdings.

Again, there is no charge for using any SMART e-Pay service. However, please note: If you currently make payments through the ExpertPay website and continue to do so, a $1.50 fee may be imposed on each payment beginning July 1, 2019. For example, if you submit weekly payments for 5 employees and they each have one payment you would pay $1.50 X 5 or $7.50.

Quick Tips

The fastest method for payments to get posted to your account is to mail your payment to Ohio Child Support Payment Central (OCSPC).

Information on payments posted into SETS today (statewide computer system) will not be available to anyone until the next business day. This includes our Call Center and the SETS automated payment line.

If you are making your first child support payment on a new order, it may take up to three weeks for your first payment to be posted.

Have payment questions?

Please click on the Bold Chat button above from 9:30am to 11:00am or 2:00pm to 3:30pm Monday thru Friday and you can electronically "speak" to an OCSS representative who will be happy to answer your questions.

To get payment information by telephone call the 24 Hour Payment Information Line. By calling this number, you will learn the last date a payment was received: 800-860-2555 or TDD customers can call: 866-500-3784.

You must provide all four of the following data elements for each intended payment to a case/order:

  • Obligor Name - The non-custodial or absent parent's full last name and first name. Please note any differences in spelling and call the county at 216-443-5100 to resolve.
  • Sets Case Number - The non-custodial or absent parent's case identification in the SETS computer system. This 10-digit number was assigned to the employee's support case during conversion to SETS. This number always begins with a "7" (e.g. 7000456789). Please call the county that sent you the original withholding notice to identify the SETS case number.
  • Order Number - The non-custodial or absent parent's judicial or administrative order number.
  • Social Security Number - The non-custodial parent or absent parent's nine-digit social security number.
