Negotiable Items


The Office of Negotiable Items provides the following services to the customer:
  • Restitution repayment for overpayment due to findings by Investigations Office
  • Background checks (Bureau of Criminal Investigation/Federal Bureau of Investigation) for
    a) Customers placed in employment receive a free background check
    b) Child Care Licensing Providers pay a fee (Learn more about becoming a Licensed Child Care Provider and fee costs at http://cjfs.cuyahogacounty.us/en-US/Child-Care-Providers.aspx)
  • PRC voucher pick up
  • Customer Assistance for Electronic Benefits Transfer (EBT)/Electronic Payment Processing Information Control (EPPIC)
  • Mail pickup for individuals who do not have a permanent mailing address residency, who are receiving Benefits
  • Supplemental Nutrition Assistance (SNAP) Cash-out Program is only available in Cuyahoga County. It is for customers receiving Supplemental Security Income (SSI) or at least 65 years old. Food Assistance Program checks are mailed on an issuance schedule. Cash out checks can be picked-up by individuals who do not have permanent mailing address.

Online services are provided through the web-portal at www.EPPICard.com or 1-866-320-8822 (24 hours a day 7 a week), www.ebt.acs-inc.com or 1-866-386-3071.

Child Care Licensing Providers can pay fees online through the web portal at www.occrra.org, create a profile, then http:///jfs.ohio.gov/cdc/openingachildcareprogram.stm for the pre-licensing training.
